1. Seven Easy Steps to Successful Grantee Procurements
Procurement standards set forth the policies and procedures that govern the way recipients of grants and cooperative agreements must obtain goods and services. Assure that your policies and procedures will withstand any federal audit. Learn what policies you need, how to conduct a competitive procurement, perform a cost and price analysis, and avoid conflicts of interest to ensure that your contracting costs are not disallowed.
In this online training you will learn:
- What to include in your procurement policy;
- How to conduct competitive procurements;
- Terms that should be included in all of your vendor contracts;
- What records you must keep; and
- What you must report to the Federal government.
Who should participate:
- Grants and Contracts Administrators
- Finance and Accounting Personnel
- Sponsored Agreements Personnel
- Project Managers
- Principal Investigators
2. Punching the Clock – How Should Federal Grantees Account for Salaries and Wages?
Labor is often the highest cost grantee organizations charge to their Federal grants and cooperative agreements and a common audit disallowance when it is done incorrectly. Grantees need to know what are the standards under the federal cost principles for “Time and Attendance” or “Time and Effort” reporting. Make sure your time-keeping system is up to snuff.
In this online training you will:
- Review the relevant OMB Circulars on salary compensation
- Ensure that you know and understand the reporting standards
- Determine how to establish an effective time management system
- Learn from recent audit reports how to stay in compliance
- Ask the instructors your time-keeping questions
Who should participate:

3. Grant-Funded Property, Equipment, and Supplies – Buyers Beware!
Do you realize all of the responsibilities you have regarding the assets you purchased with federal dollars? Find out what “Federal Interest” attaches to real property and equipment constructed or improved with Federal grant dollars. How does that impact the grantee’s title to those assets which are held “in trust” for the federal government? Do you know about the new federal reporting forms you must submit that will long outlast the grant award? What are the exceptions to these requirements? Learn the permissible uses, record-keeping and reporting requirements, and proper disposition of grantee property.
In this online training:
- Ensure you manage real property and equipment properly
- Know what records you must keep and when you must report to the Government
- Review the appropriate uses of property subject to the Federal Interest

4. Who’s Minding the Store - Manage Your Subrecipients
Grantee’s responsibilities regarding its subrecipients have received increased attention, especially with new reporting requirements from ARRA and FFATA. It is the primary recipient that has privity of contract with the Government, and if the subrecipient’s costs are disallowed, it is the recipient who pays. Learn what terms you need in your subrecipient agreements and how you can assure subrecipient compliance with the grant terms.
In this online training:
- Know the differences between subrecipients/subawardees and contractors/vendors
- Learn how to draft a subrecipient agreement
- Understand your reporting obligations regarding subrecipients

5. Program Income - What Federal Strings Are Attached?
Are your Federal grant activities or the activities of your subrecipients generating revenue? Do you receive any reimbursements or collect fees for services, training, or conferences? Are you identifying program income correctly? Do you understand the treatment of program income under your grant terms? What if your grant requires matching costs or non-federal cost share – can you apply the funds as cash match? What happens if you have “excess” program income? What are appropriate additional activities that you may fund? What do you do with any interest earned on the program income? Can the government recover the program income if you spent it improperly? What happens if you continue to earn program income after the grant award has ended?
In this online training:
- Identify whether you have program income
- Know OMB Circular’s A-110 and A-102 requirements regarding program income
