Procurement standards set forth the policies and procedures that govern the way recipients of grants and cooperative agreements must obtain goods and services. Assure that your policies and procedures will withstand any federal audit. Learn what policies you need, how to conduct a competitive procurement, perform a cost and price analysis, and avoid conflicts of interest to ensure that your contracting costs are not disallowed.

What if your grant requires matching costs or non-federal cost share – can you apply the funds as cash match? What happens if you have “excess” program income? What are appropriate additional activities that you may fund? What do you do with any interest earned on the program income? Can the government recover the program income if you spent it improperly? What happens if you continue to earn program income after the grant award has ended?
