Job Responsibilities
This position is located in the Justice Grants Administration (JGA) in the District of Columbia’s Office of the Executive Mayor. In sum, the position is responsible for two main duties: 1) assisting the JGA Director with improving the Administration’s financial, administrative, and programmatic policies, procedures, forms, and processes related to its grant management responsibilities; and 2) overseeing a small portfolio of federal grants related to criminal justice on behalf of the District of Columbia, and ensuring that the use of these funds promotes improved outcome for the District’s criminal justice system.
Specific duties of the position include:
- Reviewing and revising JGA’s grant management policies and procedures to ensure consistency with federal guidelines, best practices in the field of grants management, and tailored to fit the unique financial and administrative structure of the District.
- Providing training and technical assistance for JGA and sub-grant staff as needed in new grant management policies and procedures
- Assisting JGA with the implementation of an electronic grants management system
- Overseeing the reimbursement, expenditure tracking, and financial management process of all JGA federal and sub grant awards, and assisting the JGA financial analyst to improve JGA and the District’s current financial tracking system.
- Assisting JGA with developing and implementing internal and external audit review procedures, and taking the lead on resolving all past and future JGA audit issues.
- Managing the federal application, local solicitation, and sub-grant award process for a small number of federal grants related to the District’s criminal justice system. Responsible for all programmatic and financial monitoring related to these awards.
Qualifications
- Applicants must have at least a Bachelors degree; a Masters degree in public policy, administration, criminal justice, or a related field is preferred.
- Applicants must possess at least 3 years of work experience with federal grants management, particularly in the areas of finance and administration.
- Applications must have demonstrated experience with revising and strengthening an organization’s financial and administrative policies and procedures, with a particular emphasis on federal grants management.
- Applicants should have experience overseeing the entire grant making cycle—from federal application through local awards, monitoring, and closure—related to federal grants. Specific experience managing and overseeing Department of Justice Grants is a plus.
- Applicants are not required to have expertise in programs and policies related to criminal justice, but specific content knowledge on the criminal justice system in general, and in the District in particular, is a plus.
